​​​Procedures for hosting an electronic meeting and maintain social distancing

Meetings may be held electronically, while meeting the state code requirements of an open meeting and maintaining the need to practice social distancing during the Coronavirus/COVID-19 pandemic.


To hold an electronic meeting the following must occur:

  1. Public access to the conversation of the meeting must be available and if possible a visual of the council members and Village staff.

  2. The virtual meeting must be available for the pubic to see and hear the actions taken by the council.

  3. Timely notice of the meeting must be given to the general public.

  4. Minutes must be kept and must include a statement explaining why an in-person meeting was necessary.


Because we are under a stay and home order by the state and need to practice social distancing, the following procedures will be used to host an electronic meeting.


  1. The Village has purchased a Zoom subscription to enable electronic meetings.

  2. The Municipal Manager will schedule a Zoom meeting and provide Council, developers, presenters, the public, etc. with a link or phone number for joining the meeting remotely.

  3. The Clerk of Council will be present physically at the meeting location.

  4. The link to the meeting will be posted with the agenda on the Village website.

  5. Through the Zoom meeting, if you are a member of the public and wish to comment during public comments, you will need to sign in with your name and address in the Zoom Chat feature by 7:35pm, the moderator will alert the Mayor of the participant(s) wishing to speak during public comments.

  6. Participants speaking to the Council will need to provide their names and addresses.

  7. The Village reserves the right to remove any participant engaging in inappropriate behavior or obscene language.

  8. All participants will be muted upon joining the meeting. the Village Manager, and Village staff will be unmuted and participants who have messaged and wish to speak during public comments will be unmuted during public comments.(ALL Participants are encouraged to keep their individual computers/phones muted at times when they are not speaking to minimize background noise.)

  9. At the beginning of the meeting, the reason for hosting the virtual meeting must be acknowledged. For example, “Due to the COVID-19 concerns and social distancing recommendations, a virtual meeting is being offered.”

  10. The meeting is recorded through the Zoom service.

  11. Meeting minutes of the public meeting will be written in the same manner as they would be for a non-virtual meeting.
